Visitors to Bali have doubled on the first day of national holiday

29 October 2020 - Bali airport had received more than 6000 domestic tourists in one day (27/10), this is the highest number since the last seven months. Normally, there were about 3000 visitors landed daily in Ngurah Rai International Airport since the island opened its border for domestic tourists on 31 July 2020. So far, things have gone well, even much better than some pessimistic predictions which only 10% raise from the daily visit rates. "We estimate there might be up to 10% increase of domestic tourists will come during the long holiday, compared to the current daily average. But we will see it again later, as there is no significant improvement happened til now, "said Andanina Dyah Permata Megasari, the Communication and Legal Manager of Bali airport earlier on Tuesday (27/10).


Later on that day, the airport recorded 6,305 passengers had arrived via the domestic terminal, by Tuesday evening, 27 October 2020. This number has increased by 25% compared to the number of arrivals on Monday, 26 October 2020, with 5,047 passengers. The flights are mostly dominated from the Jakarta routes, either from Soekarno-Hatta Airport or Halim Perdanakusuma. Tourists from Surabaya, Makassar, and Lombok are also can be found on the island during this holiday season. 


Still, according to Andanina, the airport authority has prepared several procedures to anticipate the possibility of delay and cancel flights, due to the bad weather conditions. Furthermore, the number of officers-on-duty have been increased to supervise the implementation of health protocols and promoting #safetravel campaign. They will inspect every area in the airport to encourage people wearing mask, wash hand regularly and keep a safe distance. Bali provincial government also has placed hundreds of officers from the National Search and Rescue Agency (BASARNAS) in several points on the island, Gilimanuk Harbour, Kuta, Legian, Tanah Lot and many more. To avoid traffic congestion, the Bali Transportation Department (Dishub) has assigned hundreds of officers to solve traffic problems that may occur in some areas during the holiday. All of these efforts will be continuously applied until the end of the holiday season on 1 November 2020.

Covid-19 Update: Bali's recovery rate keeps increasing!

28 October 2020 - Indonesia is progressing on handling Covid-19 pandemic in the last few weeks. The National Task Force has reported significant developments for the better in recovery rates in several regions. The head of experts team for Indonesia Covid-19 task force, Prof. Wiku Adisasmito informed the recovery rate per 27 October is 81.3% from the total number of infections in the country or as much as 322,248 people. Meanwhile, the world recovery rates is 73.49%. "The world's recovery rates lately tend to decrease. While in Indonesia, the percentage tends to increase. This is a good progress that must be maintained so that the recovery rate keeps increasing and hopefully no more fatalities," said Wiku during an online press conference on official BNPB YouTube channel, Tuesday 27 October 2020.

Bali traffic police holds Operation Zebra 2020

27 October 2020 - The Indonesian Police's Traffic Corps (Korlantas-Polri) is holding the annual "Zebra Operation" for the next two weeks. This operation is scheduled from 26 October to 8 November 2020. Traffic polices on every region in the country, including Bali, will stand-by on the roads and give penalties to those who are not following the rules. Authority aims to improve the traffic discipline of the community amid the Covid-19 Pandemic.


Unlike other places in Indonesia, Bali's traffic is somewhat less controlled. Foreign tourists are easily rent a scooter from a rental and ride the engine recklessly; some even don't possess experiences on riding two-wheelers before. Underaged locals are also easily be found riding a scooter while joking around and not wearing helmets. All these and the condition of the roads in Bali are the perfect combination for unfortunate incidents. Electric transportation for Ubud, Kuta and Sanur

26 October 2020 - The provincial government of Bali continues to intensify efforts to create a greener Bali. INKA, a state-owned train manufacturing company (BUMN) and Bali Regional Company (Perusda) have signed a memorandum of understanding (MoU) on Friday, 23 October 2020. The agreement signifies the development of an integrated electric-powered transportation system on the island of gods.


Director of PT Perusda Bali Province, I Nyoman Kami Artana, explained to the media that after the signing of the MoU, a feasibility study (FS) would be carried out first by PT Inka. "Everything will be outlined in the FS (feasibility study). Whether it will be an electric train, cable car, or what model, PT Inka will do the study first. This is only the signing of the MoU," said Artana. It will take at least two years for this project to be executed.


Budi Noviantoro as the main director of PT INKA explained that the funding for this project came from foreign loans by the Islamic Development Bank (IDB), a multilateral development finance institution based in Jeddah, Saudi Arabia. The budget plan is around IDR 2.6 trillion and will be used for workshops, manufacturing of battery components and infrastructure.

16 October 2020 - Bali has been trusted to host several global events for years, and we are so delighted to find out that the Global Platform for Disaster Risk Reduction (GPDRR) meeting is to be held in Nusa Dua-Bali in 2022. The President of Indonesia, Joko Widodo, has confirmed and delegated his cabinets to prepare everything for this big event, yesterday 16 October 2022 at the Bogor Presidential Palace, West Java during a limited virtual meeting.


GPDRR is a biennial event established by the United Nations (UN), through United Nations Office for Disaster Risk Reduction (UNDRR) to review the progress of various knowledge, developments, and the latest trends in the international disaster management. Indonesia is considered the perfect place to host the event as the country is situated between three tectonic plates and also sits on the Circum-Pacific Belt known as the Pacific Ring of Fire.

Bali soon to have new mega underwater gardens

9 October 2020 - In addition to Bali splendid underwater beauties in Northwest, Tulamben, Penida, Padang Bai and Benoa; other coral reef gardens will be built in five different regions of the island. Indonesian Minister of Marine Affairs and Fisheries, Edhy Prabowo has prepared several programs called Indonesia Coral Reef Garden (ICRG) to build and restore all the good potentials hidden under Bali waters. This program has been officially declared to the public virtually on Wednesday, 7 October 2020.


This coral reef garden will cost about 111.2 billion Rupiahs, covering 50 hectares of underwater landscape in Nusa Dua, Sanur, Serangan, Pandawa, and Buleleng. ICRG is currently the largest coral reef restoration project in Indonesia. It is a fully labour-intensive project, with a target of employment up to 11,000 people. The minister believes this program will revive the economic situation in Bali coastal villages that have been severely damaged by the coronavirus pandemic. In the future, this coral reef garden will not only function as an underwater tourist attraction but also for education and research purposes.

Bali Covid-19 vaccine likely available by early 2021

8 October 2020 - Indonesia is making very good progress in terms of vaccine development for Coronavirus pandemic. Mr President Joko Widodo has signed and issued a Presidential Decree No. 99/2020 on 5 October 2020 at Jakarta; this regulation explains about the roles of the Health Ministry in provisioning, distribution and manage the whole vaccination process in the country. The decree also assigns state-owned pharmaceutical company PT Bio Farma to procure the vaccine in cooperation with other international institutions. However, before massively distributed to everyone in the country; medical workers, military and law enforcement personnel, will be prioritized for vaccination. 


Luckily, Bali has been chosen as one of the first regions in Indonesia to receive the first badge of vaccines once available. A simulation for Covid-19 vaccination was conducted in Bali’s state-own health clinic Puskesmas Abiansemal I for two days, 5-6 October 2020. This simulation aims to test the procedures and to prepare medical workers for the actual event most likely by the early of 2021. All things went well during the trial; all authorities are optimistic that Bali will be a good sample for other regions in Indonesia.

One step closer to providing clean energy for Bali

1 October 2020 - Good news, the governor of Bali, I Wayan Koster announced a new regional general energy policy and planning (RUED) at Denpasar on Monday, 28 September 2020. This regulation mainly intended to control the current energy management while gradually switching to cleaner and nature-friendly energy sources.

Today, Bali still depends on the supply from outside channel like Paiton-East Java for the extra of 340 MW, due to local energy plants from Buleleng, Jembrana and Denpasar only produce 921.2 MW; while the island needs at least 1,261.2 MW and could be more during high-season travel on July and December. If the authority doesn't make a significant breakthrough soon, Bali certainly will suffer an energy crisis by 2021. To date, many people in secluded areas in Bali still struggling to get a decent electricity supply due to very limited sources and the minimum availability of electricity infrastructure as the geographical conditions of the island are mostly mountainous and coastal areas.

Bali added to Indonesia's Covid-19 priority list, mini-lockdown awaits

29 September 2020 - Bali is finally added to the list of top ten prioritized provinces for Covid-19 in Indonesia; along with other nine regions, DKI Jakarta, West Java, Central Java, East Java, North Sumatra, South Sulawesi, South Kalimantan, Papua and Aceh. Based on the current situation in the island with more than one-hundred new cases daily, the national task force suggested Joko Widodo, the president of Indonesia, to also prioritize the handling in the island of gods. 

Not only due to the high rate of new infections, but Bali also reported low availability of hospital beds and isolation rooms. The latest update on 24 September 2020, the occupancy rate of hospital beds in Bali is 61,6% it's the highest in Indonesia. It also has exceeded the World Health Organization's (WHO) recommendation; ideally, a regional area should have less than 60% BOR (Bed Occupancy Rate). Per 28 September 2020, Bali reported 107 new infections pushed up to 8639 cases in total, 263 fatalities,  7126 recoveries and 1250 active cases.

Local transmission is the main cause of Coronavirus spread in Bali. Yesterday, Denpasar reported the highest number of new infections in 32 cases, followed by Badung 24 cases, Tabanan 16 cases, and Klungkung 10 cases. Other five regions had less than ten new cases. Sadly, the authorities Polisi Pamong Praja still found tens of foreign tourists and locals not wearing a mask during a raid in Denpasar, Canggu and Kuta last week. Those violators are fined 100.000 IDR for disobeying the Governor decree 487/GugasCovid19/IX/2020.

"We Love Bali" campaign invites 4000 influencers to promote safe travel

25 September 2020 - Indonesian Ministry of Tourism and Creative Economy has announced the plan on the tourism recovery program "We Love Bali" to salvage the economy and tourism industry in the Island of the Gods. This campaign is scheduled to be started on October or November 2020.

The main purpose of this program is to test and promote the implementation of CHSE safe travel protocols which include several aspects Cleanliness, Health, Safety and Environment on Bali tourists attractions and hotels. There will be 4000 participants from diverse background including travel bloggers, photographers, influencers, teachers, students, government employees, travel agencies, local tourism groups, millennial communities,  and the mass media with ranging aged eighteen-fifty years. Later on, all the participants will be divided into groups, with maximum members of forty people. All participants are obligated to promote the New Era of Bali Tourism across their social media platforms to encourage their followers in visiting the island of gods.

The government has invested at least twenty billion IDR for these three days, and two nights campaign; which consists of ten itineraries that have been designed for all groups of participants. Some organizations have been appointed to accommodate all the aspects of this program, PAWIBA will be in charge of transportation, HPI & PHRI will provide accommodation for all the guests. Many art communities selling local products through registered Small and Medium Enterprises (SME) will also be encouraged to join this program. However, only those who have a valid New Era Life Order Certification will be allowed to participate in this "We Love Bali" campaign. "With this program, we are trying to revive the tourism industry in Bali, as there are about 350 tourism industries and 8,000 workers will be involved, as well as SME entrepreneurs," said Rizky Handayani, the Deputy for Tourism Products and Events Organizer at the Ministry of Tourism and Creative Economy during a meeting in Denpasar on Tuesday, 22 September 2020.

Corona Update: Bali Government imposes another social restriction

18 September 2020 -  The global pandemic Covid-19 seems to get hard to control the last few weeks in Bali and Indonesia. High rates of daily new infections, fatalities and hospital bed shortages have been reported recently. The government of Bali have no other choice but to impose another social restriction on the island.

The authority has released another circular letter with number 487/GugasCovid19/IX/2020 on 17 September 2020, and it is applied starts from today, 18 September 2020. The new regulations will affect several aspects of the new-normal protocols which have been issued last July. Here,  things you should know about the new Covid-19 rules in Bali:

  1. The maximum number of workers allowed to attend office or any business in Bali will be limited to 25% per operational. If you are an employer or business owner, you are advised to manage the working schedule/ shift of your employees more efficiently and if possible work from home. This regulation applies to both government and private companies.

Other big cities in Indonesia like Solo - Central Java and Palembang - South Sumatra also have already implemented the same public transportation system. In Solo, there are more than 500,000 people have used the new buses within two months its been introduced to their city. Bali expects more people will be interested in using this modern public transportation soon, and for that reason, everyone has been granted FREE of charge for using Trans Metro Dewata until December 2020.

Corona Updates: Bali after one-month opens for domestic travellers

1 September 2020 - It's been a month since Bali implemented the second phase of new-normal life protocols at the end of July. So far, there are more than 3000 domestic tourists (on-average) have landed in Bali airport every day, explained Wayan Koster, the governor of Bali to Balipost on 31 August 2020. However, this good news turns out has not significantly affected the occupancy rates on Bali hotels in general; as the visitors' number is relatively low compared to the total number of hotel rooms in Bali which is more than 130,000.

The deputy chief of the Indonesian Hotel General Manager Association in Bali,  I Made Ramia Adnyana has expressed his concern over the plan of the Indonesia central government to keep the border close for the rest of 2020. "...with another four to five months to go, we are not sure how Bali tourism industry will be able to survive until the beginning of 2021," he said. Covid-19 has caused many Balinese workers in tourism industries losing their jobs; most of them are forced to go back to their villages to do farming or fishing only to survive.

Foreign tourists may not be able to visit Bali until the end of 2020

14 August 2020 - Bali Provincial Government has informed their plans on reopening Bali for international tourists on 11 September 2020. However, this hope of an early reopening seems to fade when the central government through the Coordinating Minister for Maritime Affairs and Investment, Luhut Pandjaitan dropped the statement that Indonesia is going to need more time to reopen again, at least until the end of this year. Luhut explained this update during a virtual meeting among the entrepreneurs of the Indonesian Employers' Association (Apindo) on Thursday, 13 August 2020.

At the moment, all the travel and hospitality business owners are expected to focus on marketing their services to domestic travellers and upgrading the facilities based on the new-normal health protocols. "We expect 70% of domestic tourists. So we think that foreign tourists will not be able to travel until the end of the year. Let us first consolidate ourselves," said Luhut. 

The head of Bali tourism office, I Putu Astawa also explained that - the decision on reopening the country is not only determined by the central government, but this is also related to other countries' policies. Even if Indonesia has opened the borders to international tourists, but on the other hand, other countries have not allowed their residents to leave their countries, then it's pointless.

Bali's entering the second phase of the new era of normal life order protocols

27 July 2020 - A new phase of “New Era of Life Order Protocol” will be started in four days, 31 July 2020. Based on the decree signed by the Governor of Bali I Wayan Koster, domestic travellers from other islands in Indonesia will be allowed to visit Bali for tourism purposes. However, until today the official updates on specific regulations for the upcoming visitors have not been released yet. The visitor must still follow the domestic flight requirements: ID Card, PCR or Rapid-Test Certificate (valid for 14 days), online registration at https://cekdiri.baliprov.go.id/ and fill up the Health Alert Card/ HAC.

Koster explained after an online meeting with the Coordinating Maritime Affairs and Investment Minister Luhut Pandjaitan that every a massive preparation is being carried out in every level of tourism departments from the village to the province. “At the moment, socialization is being carried out to the lowest level for tourism businesses. Besides, a certification process also has been carried out to all tourism businesses which will open their business activities, whether it’s a tourist attractions, restaurants, hotels and other tourist destinations, must be checked” the Governor said. 

While on his Youtube channel Luhut explained “On Wednesday, I will coordinate with the Tourism Minister (Wishnutama), to reopen tourism in Banyuwangi. Then, we’ll reopen Bali on the 30th, and subsequently several other regions.” Following his statement, this former army general also mentioned that it would take at least a year for Indonesia’s tourism sector to recover from the multifaceted ramifications of the ongoing pandemic fully.

Immigration Updates: Residence Permit in the New Normal

23 July 2020 - The Ministry of Law and Human Rights of the Republic of Indonesia, through Directorate General of Immigration has published new regulations on visa applications.

Foreigners with visa exemption may submit a Visit Visa telex or telex Limited Stay Visa online. This way, you can apply for ITK or ITAS after paying PNBP Visa fees to the local Immigration Office without leaving Indonesia and without applying for a visa to an Indonesian representative abroad. Similar thing also applicable to ITAS and ITAP holders.

20 July 2020 - The first stage of "New Era of Life Order Protocol" in Bali is almost coming to an end by the end of this month. The daily lives on the island are starting to get back into normal; but of course, everyone must obey the implementation of "new normal" regulations to curb the spread of Covid-19. 

Many restaurants, hotels, malls and other modern businesses have strictly enacted several measures such as providing sinks to wash hands, body temperature-check in every entrance and ban visitors from entering if they are not wearing a mask. Even some places have provided touch-less panel on parking gates and lifts, also make it compulsory for visitor to register themselves online through an app before entering the venue. Many posters to remind us of keeping social distance have been put up in every corner, red tapes on bench or tables in the food courts are also have become common sights nowadays.

Since 9 July 2020, some attractions have been opened for local visitors such as Bali Safari and Marine Park, Jimbaran Beach, Kuta Beach, and Mertasari Beach. It was such a happy moment to see Kuta street finally were packed with parking motorcycles and few cars passing-by after these few last months have turned into a dead city. Sadly, many businesses along Legian street are still closed until today.

Immigration updates: For holders of ITAS, ITAP, ITK, MREP and Emergency Stay Permit

13 July 2020 - Indonesia Directorate General of Immigration has updated several new regulations on travel policies amid the ongoing Covid-19 outbreak. The information was shared on its official social media yesterday and valid from today 13 July 2020 until further notice.

  1. Holders of Free Visa (visa exemption) who have been granted emergency stay permit are required to leave Indonesia not exceeding 30 days, from 13 July 2020. Otherwise, you will be imposed on the Immigration Administrative Sanctions.
  2. Holders of Visa on Arrival (VoA - B213) who have been granted emergency stay permit now you can extend your Visa on Arrival from 13 July 2020, within 30 days of the grace period. If you do not comply with the provisions, you will be imposed on the Immigration Administrative Sanctions.
  3. Holders of Visitor Stay Permit (ITK - Code 2B21, 2B11, D212) with an emergency stay permit can now extend your substantive permits unless the Covid-19 pandemic is declared over and there are transports available leaving Indonesia. You can extend your functional permits from 13 July 2020, within 30 days of grace period. You can also change your permissions from Visitor Permits to Stay Permits. If you do not comply with the provisions, you will be imposed on the Immigration Administrative Sanctions.

Bali prepares to welcome international tourists on September

6 July 2020 - I Wayan Koster, the Governor of Bali has announced the plan on resuming all of the activities in the island within a decree with number 3355 of 2020 so-called “New Era of Life Order Protocol”. The governor explained the three stages of reopening the island of gods after attending a religious ceremony on Sunday at Besakih temple.

Stage I
On 9 July 2020, according to the direction given by the National Task Force for the Acceleration of Handling Covid-19 in Indonesia, the implementation of the new normal life order is limited to the healthcare industry, government offices, customs and religious activities, finance, manufacturing, trade, logistics, transportation, cooperatives, MSMEs, traditional markets, modern markets, restaurants, food stalls, agriculture, plantations, marine/ fisheries, animal farming, public services and construction sector. Still, all students continue their study from home. Tourists attractions are allowed to open for all the visitors within Bali.

Stage II
31 July 2020, only if the first stage goes well domestic travellers from other islands in Indonesia are allowed to fly in for tourism purpose. Indonesian tourists and foreigners who happen to be in Indonesia during the pandemic will be able to visit Bali tourists attractions such as beaches, temples, waterfalls, museums and other activities.

Stage III
By the end of August, the Bali Provincial Government will re-evaluate the plan on opening the border for international tourists by 11 September 2020. However, the immigration has not announced when visa applications will be available again; also what other requirements need to be provided (PCR Test result or else).

Indonesia plans 'travel bubble' with these four countries

15 June 2020 - Indonesia's Ministry of Foreign Affairs and Tourism have discussed some essential points on reopening several destinations, including Bali for a new program called 'travel bubble'. The term' travel bubble' refers to an agreement between two or more countries that are succeeding in curbing virus outbreak, allow each other to open their borders and resume the regular travel activities among the members. 

There are four countries that Indonesia's government now targeting to establish 'travel bubble': Australia, Japan, South Korea and China. These countries are appraised for their attainments in handling the pandemic and entering a new phase so-called the new-normal period. Australia and China are also notably crucial for Indonesia tourism businesses, specifically for Bali. More than two million tourists came from both countries last year to the island, while Japan and South Korea have shown a significant increasing trend.

Several countries have implemented this program such as Lithuania, Estonia and Latvia; they name the application as 'Baltic travel bubble'. Greece, Germany, Israel and Cyprus are also expected to be in the first batch to allow visitors from neighbour countries without undergoing a quarantine session. Still, there could be subject for some random testing.

However, critics have raised concerns over a premature opening up the travel industry. The confirmed Covid-19 cases in the country have not shown a sign to slow down. The head of Bali Tour and Travel Agencies Association (ASITA), I Ketut Ardana, explained that the tourism industry on the resort island is vigilant since local transmission of the coronavirus still happening. He also advised the government should carefully decide on whether or not to reopen tourist destinations (2/6). "If we take the wrong decision, the impact can be awful for Bali," he said. "That is why we must be cautious [in making the decision] and be more patiently wait until the situation has improved."

Bali slowly reopens with new normal protocols

12 June 2020 - It has been three months since Indonesia declared the first case of Covid-19 at the beginning of March. All events and holiday plans were cancelled to curb the spread of the outbreak. Even the most significant event in Bali, Nyepi (silence day) which is always be celebrated with Ogoh-Ogoh parade on Nyepi eve was cancelled. Many tourists visiting the island were forced to fly back home, and those who are planning a holiday to Bali must postpone until further notice. It leads to an unimaginable nightmare for every tourism businesses on the island, especially for those who work as informal workers on the travel and tourism sector as many Balinese do.

But today we can finally catch a glimpse of hope as things start to get back to normal in Indonesia, especially in the island of gods - Bali. Malls and restaurants have already begun to re-open since the last couple of days by implementing the health protocols. Beachwalk mall in Kuta is now operating with new operational hour from 11.00 to 20.00 every day, and Mall Bali Galeria is working from 12:00 to 20.00 every day. One of the most popular beach clubs in Bali, Karma Beach Club also scheduled for re-opening on 20 June.

People also start visiting some beaches which “un-officially” re-opened by the local communities; even though the governor of Bali had emphasized that all tourist attractions should not be opened by now as the central government has not granted the permission. This situation is very understandable as people have been staying in their home for so long, and it is undoubtedly affecting their mental health.

Bali airport shall require a swab test and online registration for all visitors starts 28 May

26 May 2020 - Domestic and international visitors who plan to visit the island must first undergo a Covid-19 swab test and fill up all the information needed on Bali’s official administration website. Even though the immigration has not lifted the temporary travel restriction, there are several people who still able to enter Bali from other countries as they hold KITAS, KITAP, Diplomatic Visas or qualified to do some essential works in Indonesia. “We urge everyone and all airlines to ensure this has been done before flying to Bali; all passengers must already have PCR test results declaring they are negative for COVID-19. The document should be checked at the airport before departure,” said Elfi Amir the Bali Airport Authority.

This new protocol which will be running starts on Thursday, 28 May 2020 is a result of the submitted letter by The Governor of Bali, I Wayan Koster to the minister of transportation on Monday, 18 May. The governor demands the swab test (PCR) results to be a compulsory requirement to enter Bali through the airport. This request has been responded quickly by the minister of transportation, which followed by a virtual meeting attended by the Bali provincial Covid-19 task force, Ngurah Rai airport authorities and some airlines representatives.

The visitors also need to register themselves online at https://cekdiri.baliprov.go.id/, which will generate a QR code that needs to be shown when buying the ticket as a proof that the passengers are healthy.

Bali prepares for tourism recovery strategy

20 May 2020 - The National and Provincial Authorities have finally agreed to prepare tourism recovery strategy after all of the enforcement measures to mitigate the spread of COVID-19 has severely hit Bali’s tourism businesses. Still, the President of Indonesia - Jokowi, stated that the government would always uphold all of the health protocols that have been imposed. All decision must be carefully made by considering current economic conditions. “Don’t pit them against each other as options. Our lives will change in facing the pandemic. That’s what people call the new normal [...], But the new lives must not be filled with pessimism; instead, we boost our productivity with optimism as we will still uphold various prevention efforts.” explained Jokowi in his official YouTube channel.

In line with the central government; Bali’s deputy governor, Tjokorda Oka Arta Ardhana stated that the province has planned to establish a “tourism clusters program”, which would be an exclusive tourist zones with high-level health protocols would be implemented. This way, tourists could be welcomed back without the risk of spreading COVID-19 to locals. “We can begin by opening the ITDC Complex in Nusa Dua. It can be positively done as Nusa Dua is physically isolated, far from residential areas, and with a completely separate set of supporting facilities,” said Tjokorda Oka Arta Ardhana.

Denpasar City imposes Restrictions on Community Activities (PKM) to curb Covid-19

14 May 2020 - As the number of Covid-19 infections keeps increasing in Denpasar, Bali’s government has come up with a plan to impose restrictions on community activities (PKM - Pembatasan Kegiatan Masyarakat). The mayor of Denpasar City, IB Rai Dharmawijaya Mantra has signed this regulation on Wednesday, 13 May 2020; and to be expected active on Friday, 15 May 2020.

Denpasar city administration decided to impose community activity restrictions rather than the generally favoured large-scale social restrictions (PSBB) because the local government are expecting the local economy keeps running well. “Under the PKM, people don't have to close their businesses. All economic activity keeps running with several conditions imposed,” said Dewa Gede Rai the spokesperson of Bali’s COVID-19 task force. 

Foreign tourists and expatriates reside in Denpasar are expected to report to local Banjar or contact accommodations’ manager/ owner. This way, you can get further information and statement letter (if needed) so that you can mobilize normally in Denpasar during this restriction applies until 14 June 2020. In the future, the local government will evaluate this regulation in case need to be extended to another phase.

11 May 2020 - The Directorate General of Immigration has informed through its official social media for holders of expired ITAS/ ITAP and MREP staying outside Indonesia are allowed to enter Indonesia. This information has been stated on Minister of Law and Human Rights Regulation No. 11 of 2020 on Temporary Restriction of Foreigners Entering Indonesia - article five. “Foreigners whose Temporary Stay Permit (ITAS) or Permanent Stay Permit (ITAP) is expired and/or cannot be extended, will automatically be granted a deferral with Emergency Stay Permit (ITKT) without an application process at Immigration Offices.”

However, the visitors would still need to provide some requirements and follow protocols of incoming passengers during Covid-19 outbreak:

Penalties await those who don't wear face mask in Bali’s public areas

28 April 2020 - Following the instruction from the president of Indonesia and governor of Bali (5/4/2020) on face mask obligation in public areas, many villages or banjars in all regions of Bali start to set up a covid-19 checkpoints in villages' entrances. Pecalang or local authorities are on stand-by checking every person who passes through the village. Not only make sure everyone wears a face mask, but some also do quick-test on body temperature.

Many stores, pharmacies, traditional markets and restaurants even put up a sign “No Mask, No Entry”. However, there are some people who still get caught for not wearing a mask on the street or market. Penalties for this violation vary depending on each banjar policy, some were sent back home, doing some push-up, public services (cleaning villages area) and even must submit some amount of rice to banjar.

Denpasar, Badung, Bangli, Buleleng and Gianyar are currently regions with the highest numbers of Covid-19 infections. By Monday, 27 April 2020; There are 193 confirmed cases of Covid-19 in Bali, 4 deaths, 108 active cases and 81 fully recovered.

Public mass transportation suspended amid Covid-19 quarantine

24 April 2020 - All transportation entering and leaving areas affected by large-scale social restrictions (PSBB) will be suspended. The Transportation Ministry responded to ‘mudik’ ban set by the President of Indonesia, Jokowi by cancelling all passenger travel plans starting on today, Friday (24 April 2020), 00:00 WIB.  “The ban will apply to all types of public and private transportation by air, sea, land and railway, except for vehicles carrying leaders of state institutions, police and military vehicles, ambulances, fire trucks, hearses and vehicles transporting logistical supplies, staple goods and medicines,” said Adita Irawati, The Transportation Ministry spokesperson. This measure needs to be taken to prevent citizens from participating in ‘mudik’ tradition (exodus) to curb the spread of COVID-19. 

The ministry of air transportation has confirmed all passengers of domestic and overseas flights – both commercial and chartered flights – would be suspended starting Friday at midnight until June, 1st 2020. However, airports will stay open to serve air cargo transportation and aircraft with certain flight’s permission.

The ministry of land transportation has confirmed toll, national and provincial roads would remain open. However, checkpoints would be set up at several locations, guarded by police and military personnel as well as ministry officials. The restriction on land transportation will be valid until May, 31st 2020. The ministry of train also has confirmed that all services will be suspended until June, 15th 2020. While sea transportation will be suspended until June, 8th 2020.

Jokowi officially bans 'mudik' effective starting from Friday, April 24

22 April 2020 - In the beginning of this month the President of Indonesia Mr. Joko Widodo had only advised all the people in the country not to participate in the annual exodus event called ‘mudik’ and restricted all government workers from going on ‘mudik’ trips. A scenario on the possibility of setting a public holiday later in the year in order for people to go on mudik as the compensation were also discussed among the House of Representatives and ministers. This decision is finally made after reviewing a Transportation Ministry survey which shows that 24 percent of respondents are planning to travel home. The same survey also indicates that around 7 percent of respondents had already left on mudik trips. "Based on field research and a survey conducted by the Transportation Ministry, we found that 68 percent of people had decided to not participate in the annual exodus,  while 24 percent still insisted on leaving and 7 percent had already left,[...]It means we still have a very big percentage [of people who will participate in the mudik]. So I want to announce that we will ban the mudik altogether." Jokowi stated during a teleconferenced limited Cabinet meeting on Tuesday.

Normally there are at least 20 million people from Greater Jakarta (including Bogor, Depok, Tangerang, and Bekasi), the epicenter of the COVID-19 outbreak in Indonesia, travel to their hometowns to celebrate Idul Fitri together with family. Public health experts suggest, this tradition could lead to worse spread of COVID-19 throughout Java and other islands in Indonesia.

Bali tourism recovery program is expected to be started by the end of 2020

22 April 2020 - Covid19 is probably the worst thing ever happened to Bali’s tourism businesses in history. The damage caused by this pandemic is way more terrible than other tragedies such as Bali bombings and Mt. Agung eruption. When Bali experienced the bombing tragedies in 2002 and 2005 the hotel occupancy rates were plunged down at 20 percent, while during the eruption of Mt. Agung the occupancy rates of all accommodation in South Bali were still at 60 percent - as the red (dangerous) zone is only 12 KM from the crater. But these days, the hotel occupancy rates are even lower than 10 percent, which is followed by more than a million people who work in tourism sectors losing their job. The head of Indonesia Hotel and Restaurant Association or PHRI Badung IGA Rai Suryawijaya mentioned "Since April, almost 96 percent of hotels (in Bali) have closed, because there are no more tourist visits, the number will even continue to increase to 100 percent, because existing tourists will need to go back to their home countries". 

However, almost all of the members of Indonesia Hotel and Restaurant Association in Bali agreed with the Government’s decision to focus on handling COVID-19. "We are currently in a crisis situation, what we need to focus on right now is to get all the people contracted by COVID-19 a proper health care. So that people can calm down, and continue to their normal life soon, "  Added IGA Rai Suryawijaya. 

Nonetheless, IGA Rai Suryawijaya also mentioned about the recovery program for Bali tourism businesses is expected to be started by the end of the year. He hopes that Bali tourism can be reopened to tourists at Christmas and the new year 2021. Moreover, Indonesian President Joko Widodo has also stated that the tourism business will surely  return to normal again in 2021. COVID-19 impacts on Bali - Indonesia’s Tourism Business

9 April 2020 - Businesses across different sectors anywhere in the world are facing one of the hardest times right now with the Covid-19 pandemic outbreak. Bali Provincial Human Resources Department is collecting datas of the affected workers across the island. So far, there are about 17 thousand workers who have been dismissed, as the result of temporary shut down for hospitality business in Bali (hotels, restaurants, travels and tourist attractions).

The Chief of Bali Hotel Association (BHA) I Made Ricky Darmika Putra explained the situation during an interview with Antara "At the moment, almost all hotels and restaurants in Bali have been temporarily closed for the next one to two months, we are still monitoring the current situation.” Some hotels are still operating, but with very low occupancy rates even below 10 percent. Meanwhile, restaurants that are still operating also revise their operational hours shorter and only provide delivery and take-away services, no dine-ins following the instructions from the government. He also advised all the business owners "We hope that all General Managers and hotel owners should avoid PHK (termination of employment) as much as possible. While praying, this situation will soon recover."

Plan for 3 days Nyepi is officially cancelled

8 April 2020 - After being viral on many media for the last couple days, finally the plan for ‘Sipeng Nyepi’ (18, 19, 20 April) initiated by Bali Customary Village Council is officially being cancelled. This discourse has caused many pros and cons among all communities in Bali, some people considered it is not right to call this event as ‘Nyepi’, while others think that it will be in-effective since the airport will remain open during those 3 days, and other sensitive reasons related to those who are working as a daily worker, worry about the basic supply for the family during the Nyepi. "There is no longer ‘Bali Sipeng’, but we advise all Balinese people to do ‘Yasa Kerthi’, silence, stay in their homes, unless there is an urgent matter," said the head of Bali Customary Village Council.

In the meeting between PHDI (The highest religious constitution in Bali) and MDA (Bali Customary Village Council) held today in Denpasar, other points were also discussed related to ‘Peneduh Jagat’ ceremony which will be held at Mother Temple Besakih on 22 April. This ceremony will be attended by limited participants only, all the Balinese are expected to do the ceremony in their own house and keep staying at home.

Another plan for “Nyepi” on 18,19 and 20 April will be discussed by Bali Customary Village Council and related authorities

7 April 2020 - Some media online and Bali local television channels have announced the plan on having a Nyepi for another 3 days this month on 18,19 and 20 April. However the head of Bali Customary Village Council, Ida Panglingsir Agung Putra Sukahet has informed that this is not final yet. "That's still only a plan. We need to discuss this matter further on April 8th, and we will decide later. If so, of course, there will be an official circular letter from the Bali Customary Village Council," he added.

For your information that this Nyepi will be different from the regular Nyepi all Balinese people celebrate every year. This upcoming Nyepi is called ‘Sipeng Nyepi’ or ‘Eka Brata Penyepian (amati lelulungan)’ which means the only restriction is not allowed to go outside the house. Everyone will be still able to do normal activities, while sending prayers to God at home with electricity and internet service within these 3 days. 

Furthermore, Ida Penglingsir Agung Putra Sukahet also mentioned that this plan also can be considered as an alternative discourse in mitigating the spread of coronavirus outbreak in Bali. Among spiritual leaders these 3 days will be also giving a chance to ‘Bhuta’ (evil spirit) to become harmony 'somya'. Jokowi allows “mudik” with these following conditions

3 April 2020 - Mudik, is an Indonesian term for the activity where migrants or migrant workers return to their hometown or village during or before major holidays, especially during Lebaran (Eid al-Fitr) holiday. Each year, there are millions of people in this world’s largest Muslim-majority country return to their hometowns or villages after the Islamic fasting month (Ramadhan). This year, mudik is scheduled to fall in late May, in this horrendous condition of Covid-19 outbreak many medical experts strongly suggest the government to ban this tradition. 

However, President Joko Widodo yesterday decided not to ban mudik, but the government  advises the people should be aware that if they keep going on mudik, they can almost certainly bring the disease to their hometowns. Luhut Pandjaitan, the coordinating minister for maritime affairs and investment, as well as the acting transportation minister explained why the Government still allowed the exodus this year after the cabinet meeting in Jakarta yesterday. . “Even if we choose to prohibit people from mudik, they’d do it anyway. Therefore we decided to tell them instead that mudik will bring the disease to their families so it’s better not to do it,” he explained.

Indonesia’s President declares large-scale social restrictions due to COVID-19 health emergency, Apr 1

Joko Widodo has declared a COVID-19 public health emergency on Tuesday (Mar, 31st 2020) due to the increasing numbers of infections and deaths across the country. The president said during the press conference that the restrictions are based on the 2018 Law on Health Quarantine, which allows cities and provinces to shut down non-essential services and limit religious and social activities.

These regulations will allow the national police “to take proportionate law enforcement steps" in order to keep the large-scale social restriction measures running smoothly and effectively prevent the spread of Covid-19 outbreak.

Updates on the total number of positive COVID-19 cases in Bali, 31 March 2020

The Covid-19 Task Force on behalf The Government of the Bali Province has given some official updates on the total number of positive COVID-19 cases in Bali, during an online press conference from the Bali Governor office on Monday afternoon. Until 30 March 2020 the numbers of Patients Under Observations are 146 people (with 9 new cases). Out of those 146 people who have been tested, 109 lab test results have come out, with 90 people are negative, and 19 people are positive. The number of positive infections is almost double from the last press conference on 29 March 2020, which were only 10 cases. 

This new 9 positive cases are 1 foreigner and 8 Indonesian citizens. 3 out of these 8 Indonesian people are believed to be infected from transmission that occurs locally, from other positive COVID-19 cases in Bali. 1 out of these 3 local-transmission cases unfortunately happens to a medical worker. While 5 other Indonesian people were most likely to be infected from the outside of Bali.

Some traditional markets change their operational hours or close completely

Local authorities in Bali are implementing further adjustments due to the Corona situation. Some regions in Bali have followed the advise published by The Minister of Home Affairs, Republic of Indonesia in letter with number 440/2436/SJ/2020, regarding the prevention of Coronavirus disease (Covid-19) in the local community.

For example the mayor of Denpasar, IB Rai Dharmawijaya Mantra who has already published an advisory letter with number 434/574/DKIS/2020 dated March 26th, 2020. In this letter the major advises all the people in Denpasar to limit their activity outside the house, especially in terms of doing grocery shopping by moving to use online shopping services. This measure is expected to be able to minimize the number of crowds as a part of Social and Physical Distancing practices in public places like traditional markets and grocery stores. Furthermore, hopefully near in the future all the people in Denpasar are also expected to get comfortable in using e-money. This is very important as money (bank notes) are considered to have become one of the biggest media spread of the virus.

Beaches and beach clubs are closed for temporary, Mar 30th

Since the Governor of Bali has released his decree No. 7194 Year 2020 that all the tourist attractions and public places including beaches need to be temporarily closed. Nusa Dua and many other important beaches in the south of Bali were not accessible anymore since yesterday. This morning, the access to Berawa and Batu Bolong beach were barricaded and some local security (pecalang) are on standby.

Governor of Bali asks public to stay home, and announces further travel restrictions

The governor of Bali, Wayan Koster, announced stronger measures in handling the issue of Coronavirus outbreak in Bali. His letter to the public from Friday, March 27th 2020 instructs everyone to remain at home, asks all officials and leaders to cancel all cultural and religious events, enforces travel restrictions to and from Bali, and asks for an increase of security and control at Bali's borders.

Updates on the total number of positive COVID-19 cases in Bali, 20 March 2020

The accumulative number of observation patients (PDP) keeps increasing in Bali, since the last press conference held on March 17th with 78 people under observation, only 3 days later on Friday, March 20th, there are 90 people reported to be fully observed in Bali hospitals. Out of those 90 patients, it is confirmed there are 4 positive cases detected after further lab check.

As we know, the only one confirmed case in Bali was a British tourist who unfortunately died after a couple days of treatment in Sanglah General Hospital on Wednesday, March 11th 2020. The new 3 cases are male foreign tourist age 72 and Indonesian with age 30 and 39 both male. From further investigation by local authorities these 3 new confirmed Covid-19, were having contact with at least 199 people.

President Jokowi asking for rapid testing & contingency plans

19th March 2020

President Joko “Jokowi” Widodo has asked to perform rapid tests for Sars-CoV-2 infections across the country.

“I ask for rapid tests to be carried out across Indonesia for early detection of infection,” the president announced during a meeting in Jakarta. “I also want more test kits to be distributed to medical laboratories and more laboratories [to be prepared] to conduct the tests.”

“Hospitals must determine who can isolate themselves at home and who requires advanced treatment in hospitals,” he added.

“I am instructing hospitals to form a clear contingency plan while we accelerate construction of the COVID-19 hospital on Galang Island (Riau) Islands,” the president said.

Bali Closes Schools and government services due to COVID-19

March 16 March 2020

The Provincial Government of Bali  decided to suspend all education activities for two weeks, starting on today, Monday, 16 March 2020. This decision was taken after the 19th COVID Handling Task Force meeting held on Sunday night, 15 March 2020.

A letter has been published on 16 March announcing several new measures in order to slow down the spreading of the Corona Virus in Bali.

Today President Jokowi called in a press conference for "social distancing" to reduce virus spread, urging his citizens to stay home, work from home, study home, and worship from home.

96 positive COVID-19 cases in Indonesia

As reported in the Bali Post, the government has updated the number of COVID-19 positive patients in Indonesia - to 96. Government Spokesman for Corona Virus Handling, Achmad Yurianto, said that until Saturday (3/14) afternoon there were 96 positive cases of COVID-19. "Today's update, the number of positive cases totals to 96 per day today from the last yesterday we reported 69, now to 96. "

Bali's Governor taking further Corona preparations

In a DPRD Plenary Meeting the Governor of Bali, I Wayan Koster, shared his confidence that the government is well prepared and has implemented strong efforts to prevent the uncontrolled spread of the coronavirus. He stated, that Bali is economically and in terms of infrastructure ready to overcome the virus outbreak. "When it comes to our budget, we are ready," he said.

He added that he would gather all delegations from each hospital in Bali to discuss further about how to handle patients and to ensure the availability of isolation rooms. "In total, there are about 44 rooms that will be prepared as a place of isolation.... So far the number of infections is still small and still can be managed in Sanglah Hospital." stated the Governor.

At the moment Sanglah Hospital has four isolation rooms that have been developed into 18 rooms. Additional rooms are available at Tabanan Hospital, Sanjiwani Hospital, Gianyar, and Buleleng Hospital. More isolation rooms are now being prepared also at Bali Mandara Hospital and PTN University Udayana Hospital.

Koster also added, the need for medical support of doctors, nurses, as well as facilities for the personal safety of doctors and medical support, is being coordinated by the Provincial Secretary of Bali who is also appointed as the Chair of the CoronaVirus Disease Task Force, Dewa Made Indra.

Further he said, "Bali is not adding further restrictions or regulations". .... "We advise the public to remain calm, the government is working to mitigate this case according to standard procedures set by the central government," The Governor said.


Government Waives Income Taxes for Six Months to support Economy during Covid-19 Crisis

(Jakarta March 12th 2020)

Finance Minister of Indonesia Sri Mulyani Indrawati announced that Indonesia will grant a six-month tax break for employees, manufacturers, and importers, starting as soon as next month (April), as part of its second fiscal stimulus to help support and stimulate the economy which has been strongly afected by the corona outbreak crisis.

She said the government would suspend collecting employees' income taxes, also known as PPh 21. The ministry's tax office would waive the income tax paid monthly (PPh 25) by entrepreneurs in the manufacturing sectors.

Indonesia and particularly Bali, whose economy depends on tourism has been hit hard by the corona crisis. The shutdown of China stopped all visitors coming from China. The Chinese tourists are now the largest group, while the Australians are now second.

The minister has earlier projected that the largest economy in Southeast Asia could see its growth slowing down to 4.70 percent this quarter, from the 4.97 percent pace in the last quarter as the Covid-19 outbreak disrupted China's economy, Indonesia's largest trading partner. The country has so far 34 confirmed cases of the corona, with one fatality which occurred in Bali.

Also, Indonesia's stock market stopped trading for 30 minutes on Thursday 13th March, the first time since the market installed the 5 percent circuit breaker to slow panic selling amid worries of a widespread Covid-19 outbreak in the country.
The Indonesia Stock Exchange (IDX) halted trade at 3:33 p.m. local time after the index fell more than 5 percent to its lowest level since June 2016.

More Countries Added to Temporary Ban List for Entering Bali - Indonesia due to COVID-19

The Ministry of Foreign Affairs of the Republic of Indonesia re-emphasizes that current measures for visitors/travelers from China remains in full effect until further notice. The Government has also issued measures for visitors/travelers who have been visited: Iran, South Korea and Italy within this last 14 days.
The ban is officially effective started from Sunday, March 8th, 2020 (00:00 Bali Time). This policy will affect people who have a recent history of travel to:

This certificate must be shown upon check-in at the airport. “Without a health certificate, travelers will be denied entry or transit in Indonesia,” added the minister during the press conference in Jakarta, Saturday, March 7th, 2020. This certificate only needed if you have traveled to Iran, Italy and South Korea within this 14 days. 

However, there is no infections were confirmed to be found in Bali, all suspected who were showing symptoms are negative after further medical lab check in Jakarta. The Indonesian authorities have ordered preventative procedures to prevent an outbreak of the Corona Virus in Bali and actually all over Indonesia, which will have to be carried out at 135 entry and exit points including international airports, seaports and border areas. The government installed thermal scanners and medical check-up posts to examine travelers who might be infected with the corona virus.


Impacts of Corona Virus Outbreak for Bali - Indonesia --- 5th Feb

According to the latest Press Statement No. 44/SP/II/BKIP/2020 from Indonesian Ministry of Transportation, all tourists from the People's Republic of China will have to return home by Wednesday 5th February 2020, 00:00 WITA. "Therefore, we would like to express our deepest sympathy and sending out prayers to everyone who has been affected by the Corona outbreak", the government stated.

Because of the Corona Virus Outbreak, all flights between China and Bali will be suspended as per February, 5th 2020 at 00:00, for an undetermined time, until the next review from Indonesian Ministry of Transportation will be officially published. Only passenger holding a valid ticket are requested to go to the airport.

With almost 6 million foreign tourists coming to Bali every year, Chinese tourists are the second largest group right after Australians. Almost 100,000 Chinese visitors come to Bali every month. Many local businesses are very dependent on this tourism segment. So far the government has recorded already 50-60% cancellations after the travel warning have been released.
The Corona Virus outbreak surely will have massive impact to many tourism businesses all over Bali. However, the face masks are also here in Bali already difficult to find, since many shops are sold out.

According to Indonesian Health Ministry dozens suspected carriers of the Corona Virus had been already clinically tested in major hospitals throughout Indonesia, including 3 tourists in Bali who were sent to Sanglah General Hospital. All of the tests returned negative, no patient as infected with the Corona Virus as of Monday, February 2nd.
